National Elections Commission: Participation of Sudanese Diaspora in the 2010 Presidential Elections

The National Elections Commission (NEC) has, on October 22, 2009, directed ten Sudan embassies in the following countries to be venues for registration of Sudanese voters living abroad:

1. Kuwait
2. United Arab Emirates
3. Kingdom of Saudi Arabia
4. Egypt (Cairo and Alexandria)
5. Qatar
6. Sultanate of Oman
7. Bahrain
8. The United Kingdom of Great Britain
9. Kingdom of Belgium (Registration center for all of Western Europe at the Sudan Embassy in Brussels)
10. United States of America (Registration centers in Washington, New York and Los Angeles)

The Sudan People's Liberation Movement (SPLM) and other political parties have contested this list of locations drawn up by the National Elections Commissions. As yet, there is no word from the commission about any modifications or rectification, although registration of Sudanese living abroad formally began on November 10, 2009.

According to the National Electoral Act 2008, Art 22.3, "A Sudanese resident outside the Sudan and possesses a Sudanese passport and a valid resident visa in the country where she/he resides, and satisfies the conditions provided for under section 21, shall have the right to apply for registration or inclusion in the electoral register for election of the President of the Republic or Referendum, in accordance with the Rules."

Article 22.4 of the National Electoral Act 2008 states: "No voter shall be eligible to participate in the election or referendum unless she/he was registered three months before the date of elections or referendum."
