It is a great honour for me and my staff to welcome you to the official website of the
Liaison Office of the Government of Southern Sudan to the Kingdom of Belgium and
the European Union in Brussels.
The Website aims at providing information about Southern Sudan and regular overview of the activities of the liaison office.
The liaison office in Brussels was established in May 2007 and officially opened on November 26th 2007 by H. E. Dr Luka Tombekana Monoja, Minister of Cabinet Affairs of the Government of Southern Sudan, who was also acting at that time as the Minister of Regional Cooperation.
This liaison office of the Government of Southern Sudan is established to promote and enhance bilateral relations between South Sudan, the Kingdom of Belgium and all the member states of the European Union and to strengthen multilateral relations with the European Commission. These relations are in the fields of development, capacity building, trade, education, science and technology, culture and sports among others.
Establishing liaison offices for the Government of Southern Sudan abroad is one of the fruits of the Comprehensive Peace Agreement (CPA), which was signed between the Sudan People’s Liberation Movement/Army and the Government of the Sudan in Nairobi (Kenya) on January 09th, 2005. This political deal had brought to an end the twenty-two years of the North-South civil war in the Sudan and decades of marginalization. A new political system was established in the whole country and an autonomous government with significant devolved powers, which is spearheading the development efforts in Southern Sudan, was formed.
Based on the Comprehensive Peace Agreement (CPA) a new Interim National Constitution was drafted and entered into force on July 09th 2005. The Interim Constitution of Southern Sudan (ICSS) was approved by the Southern Sudan Legislative Assembly on the 5th of December 2005. The Government of Southern Sudan is accorded the Right to establish liaison offices abroad, to develop, maintain good relations and cooperation with foreign governments, non governmental organizations and associations for mutual advantages in trade, investments, culture, sports, loans and grant assistance and other technical development cooperation, as stipulated in the Sudan Interim Constitution article 19, clause (d) and the Interim Constitution of Southern Sudan article 46.
